Legalized Loyalist Substances

Owning a store in the server, I noticed that we don't sell that many interesting items. A flashlight, notepad, backpack, etc. Something that seems against-canon and just stupid may be a solution to the lack-luster items sold by the CWU.

Tobacco and Alcohol. At first, it seems stupid, intoxicated citizens. Why would the combine care about the previous or current addictions of citizens?

-Can be used in RP to alter characters in an entertaining way.
-Can provide more detail about how a character acts.
-More things for people to spend tokens on, a consumable.

-Can be restricted.
-Can be used as an incentive, nearly permanently. (Addicted Citizens will be sub-consciously interested if not forced to stay good to the combine to feed there addiction, and be good workers in order to buy the items.)
-Not too harmful, citizens shouldn't be living past 65 anyways.

As for restrictions and incentives, I have a couple ideas. Take them or leave them, that's why I posted about it.
-Restriction: Almost like a DUI, but in general, heavy intoxication is a crime, Level 2 for being conscious, if found passed out, Level 3?
-Incentive: Lower prices for higher loyalists. If money is hard to acquire, and they are expensive, citizens will want to be a help to the combine in order to have lower prices.
-Special Restriction: Crimes committed under influence are more severe?

I really like this idea but some things could be changed. As for the restrictions I think it should only be sold in UU approved stores. Only loyalists can have it and there will be major consequences for selling it / giving it to citizens. Loyalists could lose their Store permit and their store if they sell it to citizens. Loyalists can only drink on private property (not in public) and cannot get pissed drunk. If they are intoxicated during a raid / search and the CCA are talking to him and he is slurring and cannot speak, it will count as not following orders.

As for tobacco, we can just use weed for now since its already coded in.

Could work, but as said, it's off-canon. It makes sense that if any stores do exist, they sell lackluster items that no one really cares about. That way the Union don't have to worry about what's left of humanity having that pesky thing called hope, hope of returning to the way things were.

Just really not sold on this right now.

I agree with your idea, Cinere, just one thing what if the addiction of citizen icly becomes a problem? and how should they regulate alcohol so no one gets addicted.

I think they want them to by addicted. That way they need to stay loyalist to satisfy their needs.

It makes sense from that regard, I've heard of Germany doing something similar with its soldiers during that country's not-so-good years.

So looking at it this way, if we do this, that would imply everybody in Half-Life 2 C17, In chapter 1, are all super high/wasted citizens looking to get their next fix from the CCA? In my opinion, the rations are pretty much the same thing, I think what we should be focusing on implementing are a bunch of side things that coexist outside of the regular routine of the city which would compensate for this idea, such as a way to apply for blackmarket flags through IC means and such or just development of traders and mercenaries. There is not much you can do to the plaza without screwing with the HL2 Canon in regards to the city, we have to be really careful with things like this. All in all I am going to have to -Support Just because in my opinion, it doesn't really make sense that the CCA would allow Drugs. Alcohol works different on each individual, different tolerance levels and such. It also lowers the barrier of common sense, it will make them less aware IC and cause them to do things such as rebel easier/want to leave and find more alcohol if they cannot afford it.

There are some alcohol bottles scattered around the place in HL2, so we could try heavily restricted sales of basic alcohol. That would need further discussion on policy and implementation.

As for this, shifting firmly into -support. Tobacco and other drugs, no no. Also, no dedicated liquor stores.
