Da big CCA needs 2 get better suggestion

Over the time spent here, I've mainly played on a CCA unit, and over that course of time, I've noticed a few things I think could use big revisions. I could use all the support I can get on this, but if you disagree, please give a suggestion, or if you like 1 part but not another, mention it. It's up for revision...

A Crime System Revision:
1. Levels of Mal-Compliance
Limited Compliance - Level 2 Verdict, being difficult to work with, but eventually compliant, comparable to wasting an officers time.
Mal-Compliance - Level 3 Verdict, being non-compliant. Refusing verbally or physically to follow the commands of a Civil Protection Officer.
Capital Mal-Compliance - Level 4 Verdict, working against the Civil Protection, you are doing actions to directly hinder the progress of the UU.

2. Disruption of Progress
Possibly failRP in a way. When some level 1 loyalist tells a unit that the citizen they are apprehending to stop doing it, they should be charged with disruption of progress, a Level 3-4 Verdict. Possibly 2 levels, Verbal and Physical. Comparable to obstruction of justice.

3. Contraband supplying
Having 3+ of the same contraband item, such as crafting materials could be considered supplying. If you have 3 boxes of bolts, are you really going to use them all? You have a higher likelyhood of trading them. 1 Verdict Level higher than standard single contraband verdict. IE, supplying level 2 contraband gives a level 3 verdict. Supplying firearms (Level 5) is a level 6 verdict, which would be death. You would also be charged with the individual contraband, but this offence is added.

4. A new arrest procedure
I think the arrest procedure doesn't look as fearful as it should. Basicly it is:
"get against the wall" < Put them against the wall
/it against the wall
/me attempts to tie < Restrain them
.// no resist
/me pats him down and takes 100 toeknas
"Apply." < Get their record and add stuff
"uwotm8, 6661337"
/me hits him over da hed for a KO < Detain
.// fall over

I think it should be like this:
"Citizen, get against the wall." < Put them against the wall
/it The citizen gets against the wall.
/me takes a tie off of his belt and ties his hands behind his back. < Restrain them
/me doesn't resist. < Icly state if resisting or not
"Apply." < Get their record up and add stuff
"Patrick Enslaved(slashy;3), 69666"
/me takes out his data-pad and types in his credentials. < RP adding data!
"You have been judged guilty by civil protection team on the counts of: Repeated Loitering, Trespassing. Verdicts: 2, 4." < List crimes
[If loyalist]
"Citizen Status: Loyalist Level 5, -94 points." < List citizenship status
[If normal citizen]
"Citizen Status: Citizenship retained, -2 points."
[If loses rations]
"Citizen Notice: Your rations have been revoked, citizenship retained, 6 points."
[If malignant (I'll get to dat)]
"Citizen Notice: Citizenship revoked. Status: Malignant, 8 points."
[If to be put to death]
"Citizen Notice: Malignancy revoked. Status: Amputation, 12 points."
[If GAINS loyalist points]
"Citizen Notice: Citizenship (or rations) re-granted. Status: Citizen, 5 points."
/me flicks on their stun-stick to [LOW, MEDIUM, HIGH] (Low for loyalists, medium for citizens, high for malignant, but at the officers discretion) "Suspect prepare for civil judgement." /me hits him in the back of his head until he is unconscious.
5. Officer Discretion and amputation
Holler already implemented this I believe, but Verdict 5 and 6 crimes should (or are) be amputation at will of the officer.

I also think that the point total for a crime should be able to be mended a bit depending on severity of the crime at officers discretion. If someone assaults another citizen, and the officer feels that it wasn't severe damage to the citizen, they could bend the 6 points to 5 points, or if it was particularly sever, 6 to 7 points.

Enjoy the wall of text. If you like some of it, but not all and can't think of how to disect it, or don't feel like writing two paragraphs, just add the numbers, IE:

+ Support 1 2 3 4
- Support 5

But paragraphs and reasoning would be nice ;P

I have nothing against this idea, CCA need to start becoming a lot more organised with how they detain and such, judging verdicts, tactically spreading themselves around the map, avoiding clustering in one area while patrolling etc.

I support everything accept malignancy status, it's pointless.

I'd say this is approved. No real issues with it. The only issue I foresee is people not actually doing it, but that can be dealt with.

Yeah, I'm just gonna go ahead and say this is approved, as I can't think of legitimate reason anyone could have to have an issue with any of it(at least, with the stuff on malignants now gone). The handbook will be undergoing necessary revision to reflect some of this.
