How The Loyalist UU Abiding Citizens Work

General Overview of the Subject

   There is generally a missing side of the story when we come to think of Half-Life 2's lore and general citizen life aside from the happenings of long after the resonance cascade. So what exactly do the citizens do? In my opinion the way we have stereo-typed loyalists is far to "Real World". CCA are far too friendly to loyalists and such which cannonly makes no sense. The UU are not a humane society they want to destroy and control humanity as they tried to do to the Vortigaunts long ago on their home planet. They know the humans are a fairly emotionally driven and sophisticated place. The way I see it is, the Combine have put the remaining citizens in the world in condensed and controlled urban centres for a reason. They want to filter out all the citizens as either people who submit to the UU and work for them willingly by means of loyalism or joining the UU Millitary (CCA/OTA). Or they wish to resist for whatever reason. The people who choose to do nothing and be aimless vegabonds are useless to them and are just bland unwilling pieces of meat walking around to starve. They do it to find the smart and capable ones. The UU accomplishes by playing on one of the easiest manipulative quality they deem fit in a human, Fear. Without fear, the humans wouldn't be in the situation they are in now.

The Universal Union Loyalists

The Universal Union Loyalists of the Union Loyalist party are citizens who have for one reason or another decided to submit to the UU and work for them and their cause with the benefits that come along with it. It is a simple benefits : Expectation ratio. If a citizen becomes a loyalist, they are expected to perform as a loyalist when the UU asks at all times with no resistance what so ever. They are proving this by doing deeds for them. The notoriety of a loyalist is higher than that of a citizen because more is expected of them than a citizen but at the same time they are relied on. A loyalist would be still highly intimidated by the Universal Union but at the same time would learn to respect them because of the benefits they would receive. They are easily pinpointed and highlighted assets to the Combine making them highly effective and somewhat (Depending on the level of loyalist they are) capable to assist in helping the UU accomplish it's all time goal. A loyalist receiving punishment is obviously a lot more rare as they would be expected to accomplish all assigned tasks though if a loyalist were to make a mistake of some kind the punishment would be far more severe than that of a citizen. A loyalist realistically would not think twice about doing something a CCA unit asks the higher ranked they are because they would know that each level they advance in would heighten their expectations as an individual to carry out. Higher Ranking CCA would be able to command loyalists to do what they would need and through the factor of fear, respect and praise, the would most likely wish to follow through with what the CCA unit has asked them. Points are administered by the units for UU beneficial duties performed by the Loyal Citizens. These citizens through heightened supplement counts are more brainwashed and therefore more easily manipulative than the average citizen.

Loyalist Duty Capabilities : Benefits
(All Shifts can be worked at higher frequencies than Warehouse 3)

Failing to complete your duties will result in a Level Demotion by UU/Punishment from mostly higher ranked units.


(Level One Loyalist Points 10-19+) Lowest Respect/Expectation
Brainwash Level: 3%
Nourishment: Malnourished


These loyalists have the potential to work in Stores as low asset workers. 

Main Benefits: Heightened Token Revenue, Assigned a W3 Omitted Labor Card

Janitors: 5 tokens per shift., -0.5 points. Cleaning up the streets, mopping floors, wiping windows, etc. Benefits: Heightened Token Revenue

Delivery Man: 5 tokens per delivery, -0.5 points. Taking motivationally submissive UU furniture from CWU Goods Store to apartments. Benefits: Heightened Token Revenue

(Level Two Loyalist Points 20-39+) Lower Respect/Expectation
Brainwash Level: 6%
Nourishment: Undernourished



Working at a store: Medium pay, medium points (POINTS AND PAY ARE DETERMINED BE THE STORE OWNER) working the cashier, doing your job. 


Main Benefits: Heightened Token Revenue, Assigned a W3 Omitted Labor Card, Free Healthcare Via UU Hospital


CETA: 10 tokens a shift, -1 point. Stocking stores, (All the stores seem to have infinite amount of items, We should have the sales man in all the stores at a set limit to like 100 and when that runs out the store owner would call for a CETA re stock.


Cashier: 15 tokens a shift, -1 point It is your utmost duty to make sure the token count is kept right and managed. You are trusted to keep the tokens and are usually elected this status by trust of the Level 5 Owner of the store. You must get the tokens made to the owner to assure payment.
 
Cook: 10 tokens a shift, -1 point. Cooking food. In every store that has food / drinks you are the one who will make it. Without you, the store cannot function as all the stuff they have are ingredients and they are unprepared.

(Level Three Loyalist Points 40-59+) Medium Respect/Expectation
Brainwash Level: 9%
Nourishment: Undernourished


Main Benefits: Heightened Token Revenue, Assigned a W3 Omitted Labor Card, Free Healthcare Via UU Hospital, Doubled Rations

Cafe Manager: 20 tokens a shift, -2 points. You keep the cafe running at it's owners stressed potential, Maintaining Watch over the workers and reporting it to the Level 5 Owner. Cookers/Janitors are to be fully assessed by you You may work whatever position you see fit at the store. Maintaining Civil Behavior is in your best interest. Failing to complete your duties will result in a Level Demotion by UU.


General Goods Manager: 20 tokens a shift, -2 points. You keep the store running at it's owners UU driven stressed potential, Maintaining Watch over the workers and reporting it to the Level 5 Owner. The Cashier must be checked and the money must be taken to the  You may work whatever position you see fit at the store. Any stolen money or verdict worthy things gone unnoticed by you will result in your own punishment. Failing anything in store will be reported by a CWU official to the CCA and you will be apprehended where necessary.

(Level Four Loyalist Points 60-99+) Higher Respect/Expectation

Brainwash Level: 12%
Nourishment: Nourished


Main Benefits: Heightened Token Revenue, Assigned a W3 Omitted Labor Card, Free Healthcare Via UU Hospital, Doubled Rations, Ability to grant W3 Omitted Labor Cards, UU Store, Reserved CWU Appartment Space at the CAHM (Union-locked)



CWU Store Owner: 10 tokens an hour, -3 points per shift. It is now your Job to own or assist in owning one of the UU branded stores. You will be expected to maintain all of your workers and their pay is decided at your discretion keeping the UU Minimum pay in mind. You must keep your store running in order to give back to the UU and your expense of losing the store is way higher. You can be replaced at anytime if need be and have the ability to Grant W3 Workers Omitation cards. Your experience and trust is now your biggest ally.

(Level Five Loyalist Points 100+) Highest Respect/Expectation

Main Benefits: Heightened Token Revenue, Assigned a W3 Omitted Labor Card, Free Healthcare Via UU Hospital, Doubled Rations, Ability to grant W3 Omitted Labor Cards, UU Store, Reserved CWU Appartment Space at the CAHM (Union-locked), Union Radio Access



CWU Overseer: 20 tokens an hour, -4 points per shift. Done are the days of simply owning a single UU branded Store. You duty is now to watch and monitor over each one of the stores and keeping a very close and keen analytic eye on all of the tasks being performed by the workers, citizens, and Owners and documenting it. Your punishment is out of the question as your respect and trust to handle this occupation would be highly anticipated. If you are seen performing out of duty somehow, the punishment will be severe and interrogation worthy. You are one of the top dogs of the ULP.
